hello guys, i mailed a used watch to my friend in Qatar as a gift on Nov 24, 2009. she has not received the package till today. i checked on USPS website and it says the package has left the U.S. and no information is available further. so i want to know who takes over package from USPS when it arrives in Qatar. is it QPost? (on the USPS custom form the watch is listed as gift at value of USD$100). thanks!

your friend will need to go to the post office here and press them for it. Often it is in the back, but takes them forever to find it.
