It would depend on the role and how high they have to go for aproval for job offer mine took 3-4months.
HR unfortunatly will be unable to tell you either way until they have approval to do so
I am afraid to say you will have to just wait till they get back to you till then get on with life as normal (hard to do I know) but good luck
