Please advise on used car purchase by cash

Hi, need some advise on used car purchase as I've just agreed a deal with a seller from QL and will pay him CASH this weekend.

1. I checked on MOI site and he has two traffic violations, QR500 each. He has assured me that he'll clear it before the deal but what if he doesn't? Will the offence follows the car or the driver?

2. I'm not familiar with the paper works required for names transfer on car registration. Apparently the car is not on the seller's name (the actual owner has left so he's selling on behalf). He'll use a car dealer to assist the transaction, according to what he said. Will it be a problem?

3. Is it safe to deal in cash? It's about QR30k and I am not sure what will I get as a prove of payment. Should I pay right after the names transferred on paper? Is there a better way to do it? Cashier checks/money orders? btw I don't have a local bank account in Qatar.

Anything else that I need to take note before I give him the cash?

sorry I don't quite get u. u mean private dealing is not advisable by Traffic Department? I should not deal in cash?

base on your 25 years experience, what is the best way for the transaction?

should I buy a bank/cashier check instead of cash?

should I present during the registration transfer at Traffic Department?

never ever lesten to people whom says do not worry or there is no problem

i am dealing with cars for more than 25 years

be cearful & never do this kind of deal

if u go to trafice department they will never take the risk as well as the will worn u for this gambling

There is nothing wrong with this deal, car dealer will take his commission from the seller and car will never be transferred to your name until all the dues are cleared.

Make sure if the dealer is doing the transfer pay money to dealer only.

I Think the best way is to go to Traffic Police and ask them. I myself once sold my car and I went directly to Traffic Police and ask them how can I sold my car and HOW the Buyer will buy my car. I hope this help you.

Please Please Please make sure you get the fines cleared before u make the transfer. It so happend to me that when i too bought a car advertised from a QL poster, that there was a fine on the car. But the moi website did not show it wen i bought the car. After 3 months i got an sms from moi saying there is a fine on the car. but that fine was for a violation done by the previous owner. this happened because the traffic violations notification system was not updated. I had a tough time convincing the guy in madinat khalifa police station that the violation was done before i purchased the car. Finally the fine was transfered to the previous owner.

I didnt recieve any reciept on cash payment to the owner. Apparently it was a trust deal. The transfer formalities was entirely done by the seller, so im not too sure about the formalities on that front.

Well...

Firstly, presence of the Actual owner for the successful completion of the deal is a MUST, unless he has changed the ownership to the person who has been appointed to sell the car.

Secondly unless the fine is cleared, the transfer of ownership of the car on the MOI system wouldnt be possible, so ensure the car is transferred to ur name after you've made the cash payment for the car.

Thirdly, to be on a safe side its always wise to to have a witness (maybe ur friend whom you trust or so..) to be physically present whilst the deal is being carried out. - this is good/safe just in case something goes wrong, you've some1 to back you up!
