Residency law must facilitate bonded labour

With regard to the release of new residency law....
Is there any chance of Doha for reducing/removing the ban of 2 years from the sponsor for people who have been termninated. This is really inhumane that they dont even provide NOC and treat employees like bonded labourers.

One of my friend has been suffering as he has been terminated and has a personal loan. He is willing to repay the bank loan by working here in Doha.

I heard that in Saudi Arabia they have implemented a new law that there is no ban for 2 years. (A person goes on an exit can come back on a different visa the very next day). UAE has a ban for six months.

a ban for six months but it can be withdrawn by paying a fee of 5000 AED along with new job offer from other company.
