can anybody travell to USA as a visitor if he/she is an International student in Canada ?

visit the nearest USA Embassy in your area where you can ask further questions and for you to get accurate answers.

If you are from a Waiver country then you can, otherwise you need to apply for Visa the normal routes. Canada and US are 2 different countries.
