How do I obtain the export documents to send a car from Qatar to France?

Canada and US are a different scenario. Even the taxes there are not that high. EU is an entirely different case. I believe it should be worth it.

We've thought of doing the same thing, but bringing back a car to Canada. Believe it or not, even with the price of shipping, taxes etc, the price of a car purchased in Qatar but made in Canada is significantly less, sometimes half the price than I would pay at home!

The logistics costs shall be less than the duties and taxes that would have to be paid in France on purchase of the same car. If you are transferring your residence, you import the car into France without paying custom duties. This would make the car extremely cheap over there. You would still need to pay the one time environmental duty based on the HP of your car. I would suggest that you consult any of the used car showrooms on Salwa Road. They should be able to help you and arrange the documentation for you for a nominal fee. 5098288 is the number of Muhammad at the High Class showroom at Salwa Road. He is a good friend and experienced in exporting cars. He should be able to help you. Good Luck!
