POE office clearance is still required for ECR passport holder if he/she visiting the country as Tourist?
Protector of Emigrants are supposed to protect the welfare of the Emigrants (who work outside India). The person who have ECR need to apply for clearance from POE office (located in Delhi, Mumbai, Kolkatta, Chennai, Hyderabad, Trivandrum, Cochin & Chandigarh) before he can travel outside India for employment.
You can apply for ECNR if you have certain eligibility creteria such as already stayed outside India for more than 3 years or graduate or more than 50 years old etc.

Emigration check not required (ECNR) can travel outside India for Employment without clearance from Protection of Emigrants (POE).
Emigration check required (ECR) requires clearance from Protection of Emigrants (POE) to travel outside India to take up employment.
