Formalities of a Job with the Government

I was interviewed by a government entity and they don't know if they can offer me the job or not. Don't know what is the procedure. If I get an NOC from my employer, is that all? The director who interviewed me said that I should have completed two years in Qatar. Is that tru?
Anyways, I have completed only 6 months, but the offer is really tempting.
Any advise?

The director could have told me to my face that she doesn't like me, I don't think this is the reason. But she seemed not that knowledgeable about the procedure. In any case, I cant ask to change my job before completing one year. or can I?

I heard that if the gov wants you, they can lift a ban placed by your previous employer.... in case he didn't give you an noc. tru or not?

Yes there is no such rules that after 2 years before your can transfer. BUT you can be able to transfer employment after a year of continuous service and with NOC or transfer letter. As I noticed (with what the results of your interview), the Director seems not interested in you.

There is no such rule, to my knowledge. All you need to do is, obtain an NOC from your current sponsor for your visa transfer as a part of which you will have to (through their HR) apply for your CID clearance, and submit copies of your attested academic certificates, Police Clearance from the Embassy of your origin, which is prerequisite. Please note that CID clearance takes a while, I think around 1 month minimum.
