Visa on arrival at Dubai?

i am planning to go to Dubai with my family. when I checked I am eligible for visa on arrival at dubai.
Somebody told me that, to get visa on arrival, I must be staying in Qatar for min. last 1 yr and my RP shud be valid more than 6 months. Is it true?

And your job title also counts. It has to contain the word "Manager" it seems.
