PLEASE ADVISE

We are renting in a flat, and we are suprised the person who is working to the owner of the flat is asking a comission. is that legal? if not where can we ask some help to report those people who is abusing us. I dont think that is fair because he is not a sales agent. his the one who arrange the flat because the owner cannot speak english. but i tond as a sales agent.
please advise us.
