british Embassy acts as a liaison for Canadians in Qatar. Most of the work is handled through Canadian Embassy in Kuwait.(like fo rpassport renewals, certification of documents etc)
Why there is no Canadian Embassy: good question!!! I would suggest to contact your foreing affairs authority in Canada and ask them.
