Which Software is it? Garmin or Google Earth Pro?
The free version of Google Earth is good enough dont you think so?
The problem with pirated Sat Nav is that they could send you wrong info when you are stuck in the desert.
It would be like stocking up "pirated" oxygen cylinder or "pirated" Blood when you go in for an operation.
Using hacked Sat Nav is really a foolish thing to do.
Charges would include any charges for the maps, the device itself, and if there are any navigation subscriptions (for turn by turn navigation). These are charges that could be associated with a legal GPS system. Can't really advice you on any charges with a hacked/unlocked GPS.

but what do you mean by "charges"? Are you looking for a GPS software in particular?

If you're meant to pay for it, and you've cracked it so you dont have to pay for it, yes it is illegal and is 'included' in software piracy.
