And even though you said he your brother couldn't come due to "some reason" you were not explicit enough to help you. Anyway at the time of the first post you got some answers...did you read them?? did you check the info provided?? did you contacted the visa issuing company in this matter??

Now you state "he lost his passport". Ok let me tell you this since his passport is lost he must first make a formal complaint to the police dpt. in your country, then go to the authorities to get a new passport.

You should find out if the already issued visa is still valid, an since it's related to his first passport even if he gets a new passport he won't be able to enter since the info in the visa (passport number) will not match the passport he is bringing into Qatar.

So first he must get a new passport, then contact the visa issuing company for a new visa (making it clear that the original passport was lost, this is why you will need a police report to back you up), and then, only then your brother could come into Qatar.

By the way why don't you sponsor your Brother with a Family Visit Visa and help him on his way here in Qatar??

Regards!!
