How can I negotiate about my traffic violation ticket?

Hi All:

I got ticket for parking at disable parking. My mother uses wheel chair so I thought that I can park at that parking but I got ticket for it. Then I heard that there should be a special sticker on your car to park over there.

I wanna negotiate with traffic deptt guys that I didn't know about it otherwise I never do like that.

So where should I go, any police station or traffic deptt at Madinat khalifa?

Second, where can I get that special ticket for disable parking?
