Who do you contact for severe damage to main road in front of apartment building?

There is construction going on almost all around my apartment building in Al Sadd area (as with most everyone else). The small road in front of my apartment building is used as a main thoroughfare for other apartment buildings on the block as well as many fo the construction vehicles.
As a result the road is in SEVERE shape.... bad enough that you literally have to go at almost stop speed to go through the holes, etc. In a 4x4, maybe its fine, but I drive a car as do most others.
My building maintenance and landlords are hopeless... and even with the high price of rent and the very good building we're living in, you'd think they'd do something with it.
Does anyone know who one can contact ? Which division in the munipality, etc.?
