(I'm from US) only 2 times has my power been out:
1st time: company forgot to pay the bill! 8 hour outage in 10 villas leased by the company. I think the guy responsible was fired.
2nd Time: horrible thunderstorm with lightning right over our villa. 3 hour outage.
If there's a road work near your place probably but they will give notice prior to that usually they put sticker on your main gate for the schedule.
Not seen one since I've been here.
