Qatar construction work limits to start July

Summer working hours for construction sites in Qatar will be enforced from June 15, two weeks earlier than a similar rule will be implemented in the UAE.
Qatar's Ministry of Labour has also said employers should follow daily weather reports until that date and work should be halted if the temperature soars.
The summer timings for site work were announced by the Ministry on Tuesday, and work must stop between 11.30am and 3pm from June 15 until August 31, giving workers and afternoon break of three-and-a-half hours, The Peninsula reported on Wednesday.

they should also focus on temp. during their working hours, above 45 celcius must be stop!

Yes they have to work during night time to compensate the lost time.
Does this mean they will be working all night instead?
The question is what will do during the break... will they have a AC room to relax!

Where and in which conditions will these workers be during the resting period?
Where is this law published and what is is its reference and issue date? So we can all verify and know exactly its contents and applicability without speculation!
Or is this asking for too much in this part of the world?
As far as I am aware it only applies to workers working directly under the sun not in the shade..
