I have just gone round the whole of Doha, it has been confirmed that there is nothing called Notary Public. You can legalise or authenticate other documents but you can not notarise, as far as under the jurisdiction of Qatar is concerned. Only the Lawyers can tell us whether notarisation is the same thing as legalisation or authentication.
Foreign docs are attested by your embassy, if you dont have an embassy here there will be one that takes care of this in their absence (i.e Canadian docs are attested at the Brit embassy) then they have to be attested by the Ministry of Foreign affairs as Bleu suggested.
In the west, and often it is stated in the particular statute, that a certain document has to be notarized. The Qatari civil law or legal system here has no equivilent nor with the arab attestation be recognized as a notarization in the west.
I know folks that have had to fly to London to get a proper notarization,,,,
