umra visa by road or by air?

Am asking this question again as there is still sum confusion.Today i called saudi airlines for my booking frm Damam to jeddah bcz we want to go by road upto damam and thn frm damam to jeddah by air. But the perosn said tht we need by air visa type to travel by air frm damam to jeddah. wen i said tht thn how can i go by road upto damam he said tht if u hav by air visa u can go by road upto damam. i need to know the exact thing. If we will take by air can we go by road upto damam or if we take by road visa can we fly frm there???/
