How to care for a Cerbral Palsy child in Doha?

What is the best thing you can do for a sweet girl who is going to be three in June.Is it advicable to take care of her at home or put her in a special school?She understands what goes around, has a very good sense of humour, and emotional IQ.But she is totally spoonfed and taken care of.As a mother, I have seen her improving the most, when she is with doting grandparents who teach her little tricks,and with her sister who forgets her handicaps.
