What are Qatar's emancipation laws or laws on switching a child's guardian?

hey, I was wondering where I could find laws on either emancipation (a child can live on his/her own legally) or on how one [presumably a child] could change guardians.

is there a law or government office where one could seek advice too?

i believe you can coordinate with the Office of minor and youth affairs. I don't have their address or telephone number, i just saw the name of this government agency in one of the buildings while going around
