Vaccination not for Non Arabs??????

I went to have vaccination of meningtis fever near DMIS school with my family. The guy who issues the entry form strongly said it is only for Qataris and Arabs. I repeatedly asked him and he said any Non arabs can go to doha clinic and pay to get it. Not available here for free!!!!!

Then I asked some nurse they said it is true and the main aim is to provide this vaccination for the people who are going to Umrah. But practically it is only for all Qataris and Arab nationalities. It surprised me first time like this in Qatar!!!!!!!!!!

Any one has similar experience and what is really going on?

I understood that Meningitis and Flu vaccines are practically given to those going for Umrah and Hajj whether Qataris and Non-Qataris Residence Expats. Anybody going for Hajj and Umrah are advised and required to have these shots prior to travel. But for those who don't, may avail it at some private clinics or hospitals.
