new rule of qatar/mother sponsorship

my wife gave birth here in qatar last january 22, 2009. until now the baby doesn't have the his visa because i got problem with my visa also, i was included on the layoff the in our company they gave me release and i found new job but i heard that there's a new rules that the immigration will not allow to transfer visa if your holding the position of workers on your residence id so im worried that i might go home because of that is it true that there's a new rule like that? and also if ever is there's a possibility that my wife will sponsor our baby? if so what will be the requirements? hope there's an answer with my concern.
