some of the answers are not correct here

I have seen Indians coming from Dubai,,,someone denied visa, others given visa

it depends upon the Nationality and the positon ( stamped in the ID card) not the visting / business card

Please visit Qatar Airways if I remember correctly they are located near Ministry of Foreign Affair before traffic signal. They will check your passport and tell you of you are eligible for visa on arrival. Only professionals like Managers, Engineers, Doctors, etc. are usually eligible for visa on arrival.

Please check with the Airlines before you travel. Best is to go to Qatar Airways office and do it and safer is to use them. Not all the Gulf RP holders get the visa on arrival in Doha

IF you have valid RP in any of the GCC countries you can get entry visa directly at the airport.

you Can NOT have RP for two GCC countries at the same time.

If you will relocate to Qatar, your UAE RP must be cancelled first and u get a new one in Qatar.

depends on which nationality you are.

also, you can avail visa upon arrival if your work designation is stated in your UAE RP like manager, oic, other high position.

you can check with qatar airways as well

NO NEED FOR VISA, JUST SHOW YOUR UAE VISA IN AIRPORT IMMIGRATION AND YOU HAVE 2 WEEKS MAXIMUM TO STAY IN QATAR.
