No, that is not possible. You have to send a request to your university stating that you need a certified true copy of your diploma and transcript of records and advise them as well that you need all the necessary authetication from CHED (without certification from CHED they will not accept it in our Philippine Embassy).After that you could ask someone (your relatives, sister, brother or parents) to collect it on your behalf. They need to go to DFA for the red ribbon, they will get it after a week. Then ask them to send it all to you by mail (2,450 pesos thru LBC).
when you have it go to sofitel 2nd floor (asia translation) ask them to translate your certificate in arabic, you will pay 60 riyals for that, then go to Qatar Chamber of Commerce pay 50 riyals for the stamp, then take it to the Philippine Embassy for stamping and authetication you have to pay 100 riyals, the last part is you have to take it to the Ministry of Foreign Affairs.
