NOC Required for Q Companies

My Brother now working in Private company, Last Month He attended a Interview at One of the Q Companies - Semi government, This week he got a Offer Letter; salary 12 + other benifits 8.
What is the procedure to change the company, What is the procedure for NOC and Resign at existing company.

First you need the NOC from your company; after that your new employer will send your papers to Labour Department and if they will approve, you will be able to start your new job. Be careful, in semi/governmental companies you will not get always the approve from Labour Dept. Are some positions which only Qataris can fill! Be sure to check with your new employer if they are sure that will get the approve for you, otherwise you might lose your old job also!
You still need the NOC. I have a friend who was hired by QP as plumber and he was asked to secure NOC. (My friend is already working with the EMIR household, it's good, he was given).
