nha license/evaluation..what's taking them so long?

I applied for an nha evaluation/license(whatever they call it)..its been 2 months,still I dont have the result yet..I keep on calling them,to know the result.All I get from calling is this,"nothing,try calling tomorrow-after a week,after 3 weeks"...I understand that september was the month of ramadan.today is october,how come the results are not yet done?how about those people like who could not start on their job because they're waiting for the license..I just wanna ask you guys,is it normal that evaluation/license takes over 2 months?how can this be?
