Infant visa without Mother's RP

Is it possible to acquire a RP visa for my 2 month old son without the mother? Technically i want to bring my son here in Qatar but my wife does not want to come with us.

*I have RP, but my wife does not, (she prefer to stay in the Philippines)

I tried to pursue this application but i was informed that i can only get a visit visa. What i would like to know if somebody else have a 2nd opinion about this. Visit visa won't do. I am hoping for an RP.
