Ask somebody to demonstrate to you how to use it. Make sure it is leak free. Do not assume as stated by others. Ask somebody physically to teach you. Better be sure than sorry. No offense to others but this is gas cylinder we are talking about and any little mis-use or wrong move may result to disaster not only to them but to their neighbors as well.
first thing you should do is to make sure that your connections are tight and the flame controller knobs of your stove/burner are fully closed before trying to open the cylinder.
then slowly open (just a smal opening) the cylinder outlet valve until you'll hear a flow. by using your sense of hearing or smell, figure out if there's a leak on your connections. if you hear abnormal sound (just like punctured car tire) or smell something different, isolate the cylinder outlet immidiately and check where it's leaking. you can do that by using soap suds and a sponge. just put sufficient amount on all the hose connections. if there's a leak, you might probably see increase of soap bubbles on the spot. tighten the connection or redo it until it's leak free.
if the connection is ok, then you can switch on the ignition and control the flame.
As you have said
"Yes regulator is installed along with the pipe connected to stove"
You don't have to worry a thing just open the valve of the cylinder and then open the valve of the gas stove and light it at the same time and voila you are ready to start cooking
I cant answer your questions as i havent used one as well, but i do know my neighbours have their "apartment keepers who install this for them everytime they need more gas for a small fee.
Yes regulator is installed along with the pipe connected to stove....
Do you have a regulator installed at the outlet of cylinder. You have to get it seperately. Once you have this regulator installed on top of the cylinder, you can open the valve.
Dont open without regulator because pressure inside cylinder is very high.
