You will not be able to format your C: drive (I'm assuming this is your only mapped drive) while windows is running as this is the system partition.

The easiest way to format is to put in the CD and restart the computer, it should then boot off the CD and give you a number of options ... (If it does not, enter the bios - usually press [DEL] during startup - and make sure that the CD rom drive is your first boot device)

You will have an option to 'fix installation' or 'install new'. Install new, and delete the existing partition.

Formatting your C drive will wipe out EVERYTHING on it. It is a big step. You need to make sure you have backed everything up. And if you're not very computer-savvy it could become a long and painful process.

Before resorting to a format, have you tried free anti-virus and anti-malware software to clear the infection? Avast or AVG, and Spybot Search and Destroy. People will tell you that they cannot gaurantee clearing out the virus, but then nothing in life is gauranteed. They will solve the vast majority of common problems very easily and quickly

Another way is:

Open Windows explorer. Right-click on C drive and select "Format".

I have formatted Cds and Memory sticks and External hard drives this way, but have never done it on the main C drive.

But best way is use Windows XP CD while starting.

There is no way to "format a PC"!! All you can format is a "storage device". That would be a floppy, hard disk, flash disk, or a re-writable CD/DVD.

You can format any storage device other than the C drive by right clicking on the device icon and select "format". You'll have a choice for the file system (FAT 32 or NTFS and the cluster size).

If you want to format the C drive you need an MSDOS operating system which contains "format.exe" or "format.com". If you don't have this you can probably find thousands of "start-up" disks on the Internet.

Most often than not default Formatting may not remove the virus. Get professional help and always use a AV.

To reinstall Windows XP , simply insert Windows CD and restart your computer.

If your hard drive has not been formatted, Windows XP will walk you through the formatting process .

Your computer will automatically boot from the CD and begin the installation process .

Rest good luck.
