I would imagine finding the right premises, and setting up a kindergarten would be a high priority, have you been in touch with the authorities, ie education department, town planning etc, about the requirements in a location to run a kindergarten. Financial backing will also be a prerequisite, I would imagine it wouldn't be cheap to open a kindergarten and pay staff etc ..
