Police ban selling cats, dogs, or walking them because men use them to approach women.
"The reason behind reinforcing the edict now was a rising fashion (I think they mean trend!!) among some men using pets in public "to make passes on women and disturb families," he said..

Governments make rules for the welfare of citizens. In KSA being highly conservative country, they would make sure to do anything to protect ladies or families. Lets not be wicked by using the word 'educated' in this matter. Different countries / places have different cultures & norms to adhere to & to ppl to whom these things are new could give them cultural shock which is absolutely normal & whether to accept them or not is an individual's choice but making fun or passing ironical / degrading remarks shows one's mentality.

No offence meant though
