anybody can say that how to get a release from the current company and if they did not give how to join

If your company is not willing to give you release, then no way to change job, better move to other country.......

Make the other company request to your company for your release,,, if the company is of govt origin or influential the first company will oblige,,,, otherwise you loose.....lol
not until they give you one, you cannot have legalities of working for other companies.
