i've spent d night in doha sheraton hotel & ritz carlton. they r juz so great. i luv d food in sheraton. i've been to intercontinental hotel, four seasons, marriot, oasis & ramada (lunches/dinners) & they r also good. juz dont know abt d rooms.
it was only QR750/night in sheraton when we stayed there.

Fiery..guest palace hotel in umgwilina near sana r/a is also very cheap. about 200-300qr per night.

Le Grand is near Merweb and it's new and cheaper than Merweb. :)

Merweb Hotel in Al Sadd offers QR650 per night. I'm not sure if this is cheap enough though.
