advice regarding changing employers

i am a local hire and was promised release/NOC when I got hired by my current company years back. Now, i was able to find a job with better salary and benefits but when I asked my company for an NOC they said they are not giving NOC anymore. Can they do this? Where can I go to get help regarding my problem? Any advice you guys can give me will be greatly appreciated.

What was the origin on the NOC system? I fail to see how it benefits Qatar? Can someone explain that to me?
what do you mean by local hire? you were working with another company prior to your current employer. before you joined your current employer did you have an NOC from your previous employer?
Being initially on a business visa or tourist visa and transferring to a working visa is not considered local hire, I think so.
Yes that company can do it (wont give you NOC). You were probably conned by that company so they can get your services. It could have been possible to include the issuance of NOC in your contract before you signed it.
Unless you have a written proof (it's not even a guarranty) that the company is obliged to issue you an NOC then sorry to say, you will never get it.... if they are not inclined to give.
