Is Leap Year A Important Moment For Irish Community?

Dear All,
Todays Yahoo Homepage says that"Irish tradition calls for women to propose during leap year".What exactly this means to Irish people,Any story behind this?And how many Irish people in Qatar has used this moment to propose eachother?I feel this much interesting.
