My previous sponsor signed all the documents in one day to have the sponsorship transferred, however, the government department I am working for took over three months to finalise the papers.
I would like to remark here, they did not only withhold my salary for three months, but also deducted additionl payments which I would have received.
Not enough damage done with that, I had to start the probation time all over again and I lost 6 days holiday as well as a great deal of money by starting before the transfere was finalised.
All the promises made before I joined about full back pay and the holidays reinbursed, did not happen.

Can anybody work during the transfer process at the new company as a temporary employee or something? May be its a silly question, what is PCC?

my transafer papers takes 8 months to finish...
depends on the company and on people you know.. sometimes it might take few weeks...
Minimum 2-3 months if your sponsorship change is going through a PCC in qatar.
