Don't know whether Qatar Airways flys to your country or not. If it does then it must have a reservation office. Tell your friend to go to that office and ask them about visit visa. They would certianly be happy to grant him the visa provided he flys by Qatar Airways and tells them where he is going to stay.
I am not sure about the family clause but I do know people have come to Qatar just by showing that they are some distant family member. Moreover Qatar immigration department will not ask for any DNA test to prove that you people belong to the same family.

Your friend will need a return ticket and if he/she is of the opposite gender (and you're single) there might be complications. Better to have him/her "stay" with a friend of yours who is of the same gender.

You can apply the visa thru any travel agencies or hotel and they will sponsor your friend. But you cannot be his/her sponsor.
Kamran, distant or close relatives visa must be prove by the same family names in your passport.
