A 2-day conference held in Doha "International migration: the situation of migrant workers in the Gulf and the Middle East" has had some interesting views expressed.

A paper presented at the conference also had the following statistics:
More than 11 million foreign workers entered the Gulf countries between 1975 and 2000.
Migrant workers remitted 26.1 billion dollars in 2002.
Governments provided 30.5 billion dollars in support and services to migrant workers.

Well it's co-sponsored by the Qatar Human Rights Commission and the International Federation of Human Rights. While their recommendations and statements are not binding I think it's good that things are being put on the record.

Seriously, how & what are their functions?

In what cases they can defend Human Rights? Do they have certain limits? Are they an Independent bodies?
