how to apply police report again..../

one of my friend apply police report .and hi ask to collect it his friend and he away to qatar .the passion is collect the report ,now he ask my friend to money to give it ,
1. what he can do now.......?
2. shall he apply (new) another police report..... .?

I'm not sure what exactly is the problem. If your friend cannot get his report back because someone cheated him, you can either report him to the police and get a case OR you can apply for a new report.
