Blocked Internet sites

Dear all,

We all knows that many internet sites are blocked here in Qatar by Qutel...But also I heard so many times that there is programs like Hot Spot for over-passing this filters...
My question is about legal penalties if there is any for visiting this sites by using programs like above mentioned one....I cannot find any information about penalties as per Qatar low about this one...Anyone knows something more??

hotspot shield works , but only problem of this that its automatically open a web browser of anchor free also but if u buy paid version of hotspot shield then u will not find this kind of issues ,

in short I would like to say one thing never run after the un fair means , its really makes man sick .........
