I don't think the managers should be punished as they will just get replaced by new managers who do the same.
If you want this to end, the law should punish the sponsors. (Like that is going to happen...)

Sorry to say this is an all too common story in Qatar where employers can abuse their staff and not worry about any punishment.
Best to leave the country and then file a complaint from abroad. If you do it here you might get stuck for a long time without any salary.
