iPhone5 iMessage not activating with Qtel

my iPhone5 iMessage not activating with Qtel.
so I bought a Vodafone sim and put it in my iPhone5 and the iMessage works right away. But when I switch back to the qtel sim, it is stuck on waiting for activation and after a while it gives me an error.
So obviously it’s a network issue and not the phone issue. I have tried going to StarLink then to Qtel then calling the Qtel but no one knows what’s going on.
