What does the minimum amount pay through the Debit or credit card? I am frequently insulting by some shops they are not ready to take money by credit card not less than Qrs 1o/- Is there any ruling in Qatar? Particularly the fractions are not returning back and they force to take any sweet which is not able to eat even due to my health.

There are bank charges for every transaction that's why some shops refuse to accept a card for small sums of money it's simply that the charges are more than the goods purchased.
