Suggestion for salary

One of my ex colleagues from India has been offered a job in one of the MNC engineering consultancies in Doha. He has 5y of experience in Instrumentation Engineering.

The company has offered him QAR 10500 as basic and QAR 7000 as housing allowance, plus medical insurance and once a year return tickets.

Is this a good offer for my ex-co's profile?

Sounds good if he is single . If not ask for childrens allowance if he has any and also travel allowance and i assume he is getting a family visa
