I think for any food and beverage,you have to get the permission from the Qatar Health Department or else it will be impossible for custom clearance.If you want any logistics service,please contact:

You can start the Health Department...
Its close to the Royal Plaza in Al Sadd
They are very particular in packing (arabic, expiry dates), papers and stuff
so be careful if you don't want to import the stuff and then end up destroying it or sending it back...
