It's exterior should be like a modern filipino house with canopies of some sort while it's interior should be geometrical design but formal using concrete combined with wood to attract customers then go for the kill with good food, good service and affordable prices at first. The food choice probably with less sauce because most foreigners don't like their food mixing together so you can have a variety of people patronizing your restaurant, I think...

Even if you'll be based in the northern most tip of Qatar people will come to you for your food. You're targeting a specific market here. Eating is a filipino hobby. How your food tastes will spell the difference. Frankly, I don't patronize filipino restaurants much due to this fact: bad food, bad service, unhygienic, but expensive prices. Or rather, any restaurant for this matter. Would you come back to a place like that? Good luck to your quest! :)

Put this in the Filipino forum as most of the people here have not gone to filipini restuarent before so better ask the filipino people to get good suggestions.
