Any info on SEC payrise for teachers?

Is it true the SEC is going to raise the allowances and salary for teachers from April 1st ( in accordance with the Human Resources law of 2009) and also pay these allowances retroactively from April 2009? Does anyone have any information? Will it be for Qataris only or teachers of other nationalities?
