Problems would be much solved if they converted all busy round-abouts to cross roads with signals..rest of it is almost the same like any other city in the ME.

I believe their needs to be more police patrol on the roads on every street their needs to be traffic control, cops watching if a person stops enough on the stop sign, and signals when changing lanes or turning. cameras and radars can't control people it takes other people specifically authority to do that.
People drive crazy because of ignorance and carelessness. I still see tons of people talking and texting on thier cell phones. People do not use signals. then you have fools who will cut across 2 lanes in a roundaabout without looking.Another problem is some of these of fools on the road have tunnel vision. They look straight ahead without looking left or right when merging into another lane.People like to blame the Qataris but it's not just them. Ive seen plenty of terrible Indian and other Arab nationals driving crazy on the road. Even some of the westerns are started to drive like morons.
I had this Indian Scottish guy tell me, most of these people come from a jungle and they have never seen a car in their life the only experience they have in driving is when they come to Qatar. I don't know if this is true or not but from my observation it might as well be. I had gotten in an accident twice in less than one week. first one I was stopped at the light and some moron decided to say hello a little too close and totals my back bumper. 2 days later I’m driving minding my own business and another moron decides to cut me off and rams into the side of my car. On the brighter side of things, taking care of accident reports is almost too easy it just takes a phone call and a police report.
Because in Qatar, insurance takes care of everything. Try limiting the comprehensive insurance coverage by allowing vehicle owners to shoulder certain but significant amount for accident repair charges. I'm quite sure they'll drive carefully... ;-)
Two years plus in Qatar except for unnecessary honking by a few at times and some stray case of rash driving whom then I match with never felt any problem on the streets here. Am not sure whether I am a good driver or others are just novice who cry at even the tiniest of manoeuvre. Best advice for such drivers is to either take bus, walk on foot or hire a driver because you are a danger to me when you are driving.
I guess you talk about those young male qataris with Landcruisers who drive on emergency lanes, side walks etc... They will learn it the hard way, No problem if they kill themselves but what about their kids that might fly through the front window...., right ?

Road discipline is the Answer:If all people will follow traffic rules, there will be less accident.By simply using the signal sign while turning will save a lot of time and life's of othersBy simply keeping the right lane.We cannot deny the fact that most of the extreme violators are the owner of this country, sometimes they can get away from their violations. But as an expat we have no choice than to go on the flow.Always drive safely and follow traffic rules to avoid any occurences.
Find a way to cut down on cellphone use while driving...it works in some countries.... And yes, if people would just signal when they changed lanes. Or didn't cut in on off-ramps - that's my pet peeve. Ah, didn't you see the line of cars following the rules? Why do you just butt in further along?
My studies on the sociology of driving in Qatar has brought up some interesting insight. Here is one of them: For the most part, people involved in a conflict on the road are not citing traffic laws or actual evidence but their own personal sense of what was right or wrong.As you can imagine, there are a lot of differences in the 'rights' and 'wrongs' depending on somebody's origin.
WHY, WHY, WHY......do drivers feel the need to slow down to the OLD speed limits when they come up to speed cameras???!!!! They have kindly sign posted the speed limit, so don't drive at 100, then suddenly brake to 75-80!!! In particular the road from West Bay to Civil Defence R/A....also the underpass going towards West Bay and the past the bowling center (80-60) Sudden braking helps no-one.I'm also seeing more westerners driving like Qatari's...too fast and no signals!! At least if you're going to drive like an idiot, signal and let the rest of us know what idiotic manouvere you're about to do!!!! Apparently there's a weapons auction in Doha at the moment....may pop down and equip my car with some rocket launchers!
there are many major roads are having only 2 or 3 tracks and many roads are still in under constructions.....some round abouts changing to signal intersection...so.. be patient if we are alive....until finish all these jobs...
It's the lackness of education of lane discipline, respect for others, traffic rights... they need to stricken their driving license test criterias and yes strict monitoring!They should also come-up with a rule of shorter the number of digits on the number plate higher should be the amount of fine! :)In general, 80% of the law breaking cases are done by 3 to 4 digit or special number plate cases... try and observe! (they think they are above the law).
I don't believe anyone can answer that with complete surety. There are a multitude of reasons actually and Allahu alam when and if it will improve anytime soon. That said the road situ was far worse from where I come from and I hear Qatar is still better than many other countries in the ME so we can still hope for the best!

When i attended a training in karwa , instructor taught us "NOT TO DO" things while driving....

I think the problem is better training. Other countries have training as a requirement to drive.

Yesterday also i saw a guy simply crossing the red signal at Abu hamur R/A as there is no "camera". :)
