Restricted and Non-Restricted Captures?

Hi, I am a novice photographer and love to explore and share the beauties of Qatar through web, friends, etc. and my questions are:

* Are there places that are not allowed to take photos aside the one with sign that photos are not allowed? if yes please mention the areas.

* Are there any permits that needs to take in capturing Govt. buildings such as the Royal Palace in Corniche and Mosque? if yes where i can get those?

* Is is prohibited to capture people in actions in public areas?

Thanks and I do appreciate any suggestion for safe reason.
